BCSD Appoints Interim Directors of Special Education Program

May 3, 2017 – The Bakersfield City School District (BCSD) is pleased to announce that it has appointed Dr. Julius Steele as Interim Director of BCSD’s Special Education Local Plan Area (SELPA) and Mrs. Shirley Nicholas as Interim Director of Special Education. Dr. Steele and Mrs. Nicholas will be responsible for providing leadership, direction, support, and accountability to BCSD’s Special Education Department. Their appointment to a focused area will help to ensure that Special Education curricular, instructional, and operational programs are fully implemented across all schools in the District.

Dr. Steele will provide administrative direction of SELPA operations, policies and procedures, including fiscal, programmatic and reporting requirements. Additionally, he will oversee and provide leadership to plan and organize services and administer all SELPA functions. Dr. Steele has more than 29 years of experience in education, most of which have been dedicated to Special Education. He joined BCSD in 2001 as Assistant Director of SELPA and Special Education, and was promoted to Director of both programs in 2006.

Mrs. Nicholas will provide administrative direction over day-to-day Special Education programs and personnel, ensuring sound educational programs are delivered to children across all special education programs. She has 33 years of experience in Special Education at BCSD where she has served as a teacher, Program Manager, Principal, and has been Assistant Director of the Special Education Department since 2006.
